CHAPTER 15EARTHWORK OPERATIONSA solid foundation must be prepared to supportroads, runways, buildings, and other temporary orpermanent structures. To accomplish this task, theNaval Construction Force (NCF) must performearthwork operations, often referred to as horizontalconstruction.Earthwork operations include much more thanjust moving the earth. As an EO, you must be able touse the techniques required to achieve the finishedproduct.
