It offers manyadvantages to the ship’s operational readinesscapabilities and provides detailed, step-by-stepsequencing of events for all phases of the engineeringplant operation.Because it is work-studied andsystem-oriented, the EOSS provides the basicinformation for the optimum use of equipment andsystems. It does this by specifying correct procedurestailored for a specific plant configuration.The EOSS is not intended to eliminate the need forskilled plant operators.No program or system canachieve such a goal. The EOSS is a tool for better useof manpower and available skills. Although the EOSSis an excellent tool for shipboard training of personnel,it is primarily a working system for scheduling,controlling, and directing plant operations and casualtycontrol procedures.EOCC VERIFICATION CHECKSSince EOCC procedures are a part of the EOSS,EOCC verification checks should be performedwhenever the EOSS is verified. The purpose ofverification checks is to validate required changes toEOCC procedures due to authorized SHIPALTs,changes in operating philosophy, or changes inparameters.1-15
